Context

186 agglomerations worldwide (May 2019 figures), including Lyon Metropolis, have now signed the Urban Food Policy Pact put forward in October 2015 on the occasion of the Universal Exhibition of Milan in order to develop sustainable, inclusive, secure and diversified food systems.

At the national level, the Agriculture and Food Act (article 39) offers the possibility of building a territorial food project in consultation with the actors of the territory responding to environmental, social and economic challenges making food "an integrating and structuring axis for the coherence of sectorial policies on the territory ”(agriculture.gouv.fr).

Nearly 30% of the services of Lyon metropolis are linked to food through projects or skills (the Métropole de Lyon has integrated those of the Department), and currently affect all the players in the territory of Lyon Metropolis.

Project

The metropolis of Lyon has embarked on the development of a metropolitan food strategy in two phases, in order to bring its food system towards a fairer, more resilient, more sustainable, more inclusive and more environmentally friendly system:

  • phase one - construction of food-related issues with around fifty stakeholders (this strategic framework was subjected to the approval of the metropolitan council in June 2019),
  • phase two - aimed at developing a metropolitan food project in consultation with the territory (a first sketch was presented to elected officials at the end of 2019 while the adoption of the final project is envisaged during 2021).

The finalization of the food project is scheduled for 2021.

Project leaders

The Lyon metropolitan area is in charge of coordinating the territorial food project. In September 2017, the Metropolitan Council decided to join the National Network of Territorial Food Projects (RNPAT).

To this end,an online platform has been created to deploy consultation in different ways:

  • an online call for contributions (PATLY),
  • thematic consultation workshops, citizen workshops and test workshops run by the Métropole de Lyon,
  • animations and / or events carried by the partners which must be used in a format which remains to be defined.

The Little Extra

A well-established link with the private sector.  Lyon Metropolis worked with the consulting firm Utopies, which specializes in supporting the food industry in implementing sustainable practices. This choice made it possible to facilitate the dialogue of the actors of the territory with the numerous agro-food companies of the Lyon territory. To date, few PATs have successfully mobilized the private sector.

Lyon Metropolis is in charge of coordinating the territorial food project launched in 2017. It was born on January 1, 2015 from the merger of the urban community and the Rhône General Council on the territory of the 59 municipalities in its territory.
