Context

As refered in the Law for the Future of Agriculture, Food and Forestry published  October 13, 2014 (Art 39), territorial food projects (PAT) are based on a shared diagnosis making an inventory of agricultural production and local food, the food needs of the consumption centre and identifying the socio-economic and environmental assets and constraints of the territory.

A steering committee for the development of the PAT of the Aix-Marseille-Provence Metropolis and the Territorial and Rural Balance Pole (PETR) of the Pays d'Arles was formed and met for the first time  June 21, 2018. It is an ambitious approach since this PAT is the largest in France in terms of area (150,000 hectares of Useful Agricultural Areas), involving 121 municipalities, a population of 2 million inhabitants and 6 identified issues.

The Aix-Marseille-Provence Metropolis and the Land and Rural Balance Pole (PETR) of the Pays d'Arles represent two areas of agricultural production and complementary consumption with one area having 92% of the inhabitants and 40% of the agricultural land,  and the other 8% of the population and 60% of agricultural land.

To build a global agricultural and food policy bringing all the players together, since January 25, 2019  the two structures have chosen to use an online platform, where they call on project leaders, institutions, companies, stakeholders in the value chain to present their initiative, and citizens and consumers to participate in the debate.

The objective is to put the territory at the service of local, sustainable, quality food, accessible to all and promoting proximity circuits.

Project

#The global PAT calendar extends from 2018 to 2020 and is broken down into 3 phases:

  • 2018: studies and diagnoses to define the challenges
  • 2019: definition of orientations by strategic axis, consultation and co-construction with all stakeholders in the agricultural and food chain
  • 2020: formalization of the PAT and launch of the action plan (launch of the sustainable collective catering network, promotion of producers and deployment of quality practices, awareness of food for the most precarious publics)

# 6 issues have therefore already been drawn up, in order to organize the construction of the PAT:

  1. ECONOMY: creation of value and jobs throughout the food economy chain
  2. FOOD: nutrition-health for quality food accessible to all
  3. LAND / EQUIPMENT: land development and action at the service of the territory
  4. ENVIRONMENT: preservation of the environment and management of natural resources
  5. GASTRONOMY: promotion of terroirs, culinary, cultural and tourist heritage
  6. INNOVATION: research & development, experimentation, transfer-diffusion, technical advice

Since January 25, 2019, everyone can participate in the PAT through an online participative platform.

  • Project leaders and actors in the food chain can publicize their approach, learn about other initiatives in the area
  • Citizens and consumers can formulate their expectations, create and develop their network, give their opinion on the initiatives of the territory

# The possibilities offered by the platform:

  • Have an internal page dedicated to the project and to its presentation
  • Give information:
    • News: inventory of events that punctuate the PAT process
    • Library (24 PDF documents): laws in force, PAT brochure and diagnosis, press kit, “sustainable collective catering” network, report on the January consultation workshops on the 6 areas of work, expert workshops, etc. )
    • Data is accessible transparently to give feedback
  • Identify local approaches (participatory map of the various initiatives)
  • Launch calls for projects
  • Make voting and dialogue

# What is Jenparle®?

A collaborative dialogue and concertation tool from Res publica, which works alongside Blezat consulting for this PAT. It is open to all, subject to registration and compliance with the rules of decency and courtesy in exchanges. The community is moderated by animators, who are there to support and allow everyone to express themselves and contribute to the quality of the project. The community is a complement to the meetings, workshops planned on the project and can be used to prepare the debates and to prolong them.

All contributions, all exchanges are synthesized and serve to fuel reflections on the project. Everyone can follow the progress of the project and the way in which the contributions of the concertation have been taken into account in the online library.

#Results

The existence of the online platform has been relayed by local press and web media, as well as by community channels, but remains little known.

  • Between January 25 and September 23, 2019: 3,862 visits were recorded on the platform, with an average duration of 4 minutes 23 and ten citizen contributions
  • As of April 2, 2020, 155 citizen initiatives and proposals (from 94 different actors, not counting the proposals from the PAT animation team)
  • A record of 53 contributions concerning the environment (4th issue)

The Little Extra

The approach was certified in early 2020 by the Ministry of Agriculture and Food, which rewards the quality of the approach.
