Context
Launched in 2008 following the Grenelle Environment French national project called the Grenelle de l’Environment, this plan is piloted by the Ministry of Agriculture and Food. Since 2008, it has mobilized farmers, researchers, technicians from chambers of agriculture or technical institutes who have already taken numerous actions to try to achieve the objective of gradually reducing the use of phytosanitary products (commonly called pesticides) in France while maintaining economically efficient agriculture. A public consultation was launched in 2015 to allow the development of this plan.
The Ecophyto II Plan reaffirms a target of reducing the use of phytosanitary products by 50% according to a two-step trajectory: a reduction of 25% by 2020 based on the optimization of production systems and an additional 25% by 2025 which will be reached thanks to more profound changes.
Its principles are:
- to control all the risks linked to phytosanitary products
- to put the plan at the heart of the agroecological project for France
- to reorient developments at the level of agricultural businesses in a collective, territorialized and positive dynamic both for producers and for citizens
In the Auvergne-Rhône-Alpes region
Despite the structuring actions implemented and the communication launched, the drop in use of plant protection products is not yet visible in the Auvergne Rhône Alpes region, as the 2025 deadline approaches to halve the use of these products, the objective of the Écophyto II plan.
The regional version of the 2018 Ecophyto plan aims to reduce by 50%, if possible, the use of pesticides within ten years. The Rhône-Alpes Regional Health Plan II (PRSE) has integrated a measure linked to the Ecophyto plan to take account of the region's particular interest in reducing the use of pesticides. Since 2005, Greater Lyon has been committed to limiting the use of pesticides for the maintenance of public spaces as part of the Ecophyto plan.

The Écophyto II + plan should give new impetus to the Écophyto plan in order to reach the established goals; everyone needs to be actively concerned if the plan is to succeed.
