Policy for the Protection of Natural and Periurban Agricultural Areas (PENAP)

The PSADER-PENAP designates the Strategic Agricultural and Rural Development Project (PSADER) associated with the Policy for the Protection of Natural and Periurban Agricultural Areas (PENAP). The objective of this tool is to protect undeveloped areas while supporting agricultural and rural development projects. The PENAP perimeters are zoning areas,  making it possible to freeze the agricultural and / or natural vocation of the land they concern in urban planning documents (PLU and SCOT).

The Rural Territories Development Law of February 2005 gave the Rhône Department the competence to protect natural, agricultural and peri-urban areas (PENAP) with the possibility of establishing an intervention perimeter intended to protect the agricultural and natural areas of urbanization. An action program is associated with this perimeter and defines management guidelines in favor of farming and the enhancement of natural areas and landscapes.

This program, launched in 2005, brings together the communities of the Lyon agglomeration under the aegis of the Rhône-Alpes region, to instruct an action program aimed at "preserving undeveloped areas while supporting agricultural and development projects rural ”. Its sustainability is nevertheless questioned today, in the context of a change of political majority in the new Auvergne Rhône-Alpes region.

The PSADER-PENAP concerns the entire scope of the Territorial Coherence Scheme (SCOT). It is co-signed with the Rhône Department, the Region and three inter-municipal authorities with the aim of making it easier to read for project leaders.

For example, the project to create a collective point of sale at the Halle fermière de Jons in 2010 was supported both for the construction of the walls and for the interior fittings.

The PSADER-PENAP also supports ARDAB (Association Rhône Loire pour le Développement de l'Agriculture Biologique) in its support actions for municipalities wishing to develop the place of organic and local products in the meals served to children (help in the formulation of public markets, training for managers and cooks, information for parents, etc.). ARDAB is also helping farmers to market their products, notably by setting up the "organic to pro" platform in Brindas.

In June 2009, Lyon Metropolis, the Community of Communes of Eastern Lyonnais and the Community of Communes of the Pays de l'Ozon applied to the Rhône-Alpes Regional Council for the establishment of a Strategic Agricultural Project and Rural Development. It provides regional support for developing projects to promote agriculture and rural development in the territory. The PSADER regional policy was able to echo the PENAP action program.

In continuation of the PSADER-PENAP, the 2016-2021 economic development program adopted in September 2016 plans to "maintain strong peri-urban agriculture" with the ambition "to increase the share of products grown on the territory, consumed on the territory.
